Government funding will help police forces buy 3D laser scanners for road collision investigations

Department of Transport funding of £2.7 million will enable 27 police forces across England to purchase 3D laser scanners for collecting highly detailed, 3D images of crash sites up to 50 percent faster than traditional survey techniques. Laser surveying equipment from 3D Laser Mapping is already being used to drive down the GBP 1 billion annual cost of congestion caused by collisions on motorways. Its RIEGL scanners have reduced the time spent collecting evidence at the scene, in turn reducing road closure times by an average of 90 minutes. Data from the scanners is used to produce high quality graphics and detailed plans of collision scenes for use in subsequent enquiries and court cases.

Richard Auty, Senior Collision Investigator in the Metropolitan Police Road Death Investigation unit said: “...we found the RIEGL laser scanner collected 30 percent more data, in less than half the time of any other Pulse scanner and it has helped us cut the road closure times in London by an average of 90 minutes.”

StreetMapper has surveyed the North West Coastal Highway in Western Australia. Travelling at normal traffic speeds, the StreetMapper system captured survey grade data achieving millimetre accurate measurements of the road surface and roadside features. StreetMapper mobile surveys replace the need for surveyors using tripod mounted lasers along the highway making it a much faster and safer process, as well as reducing disruption for other road users.

Commissioned by the Main Roads Western Australia (MRWA), the laser scan survey was requested by consulting surveyors Hille Thompson & Delfos. The survey route included a section of the main highway, which forms part of the coastal link between Perth and Port Hedland, through the metropolitan area of Geraldton and included offsets from the highway along intersecting roads.

Aerial photography dating back to the 1940s has helped with a long running battle for public access to a historic site on Dartmoor. A Planning Inquiry has ruled in favour of the landowner who bought the land around Vixen Tor in 2003, closing off access to the general public. The order to open two paths across the land was made by Devon County Council with support from The Ramblers (formerly the Ramblers Association) and the British Mountaineering Council. Following the recent ruling by the Planning Inspectorate this order has now been rescinded. Bluesky has secured EURO 2.4 million to fund research into developing a web-based renewable-energy rating-platform. Working with its European partners, Bluesky will investigate the use of geographic data to assess the suitability of individual properties for solar energy generation and create a web portal to deliver this data online. Bluesky will retain the rights to the engine used for analysing the raw data as well as the web portal and backend systems.

The indoor Jacobean theatre, the shell of which already exists on the Shakespeare’s Globe site in London, will be restored to provide a brand new theatre space that will seat around 320 people, with two tiers of galleried seating and an authentic pit seating area.

‘We commissioned a laser scan survey at the outset of the construction venture to enable the project management team to establish the exact dimensions of the space and to discover any hidden issues that may affect the design and build process of the new theatre,” said Paul Williams, Technical Manager at the Globe Theatre. “The Pointools models will, primarily, be used by project architect – Allies and Morrison – to inform their design and quantify the interior dimensions of the space that the indoor theatre will occupy.”

StreetMapper, the vehicle-based laser mapping system, is being used to assess the damage caused by the Japanese earthquake of the 11th March 2011. The mobile mapping system, purchased from Mirukuru and operated by Asia Air Survey, has been used to capture highly detailed 3D survey data. This data will be used to assess the structural damage caused by the earthquake and tsunami, as well as the effects of soil liquefaction - loss of strength from saturated soil - which is an important factor in the disaster hit area where much of the land is reclaimed from the sea.

The Tōhoku or Great East Japan earthquake was the most powerful earthquake known to have hit Japan and one of the ten most powerful in the world since modern record keeping began in 1900. The quake then triggered a destructive tsunami with waves of 38.9 metres travelling up to 10 kilometres inland. Asia Air Survey had just taken delivery of StreetMapper, which they have named Geomaster Neo, and StreetMapper Product Manager Chris Cox was onsite at the company’s offices in Kanagawa on the outskirts of Tokyo when the quake struck. Fortunately, the building only suffered cosmetic damage and no one was hurt.

Collecting 2.7 billion highly accurate measurements in just a matter of hours StreetMapper came out on top for speed of data capture, surveyor safety and ease of use.

A computer-generated 3D model of Warrington Town Centre is supporting ambitious regeneration plans as part of the Borough Council’s Town Centre Urban Design Masterplan. Created by aerial mapping company Bluesky the highly accurate model will be used to show how proposed town centre regeneration schemes would look after development.

The Bluesky model was supplied ready for use in the Council’s Computer Aided Design software application – AutoCAD and in Google SketchUp. The 3D model, derived from the most up to date stereo aerial photography, includes the surface of the earth or terrain together with all buildings and trees in the urban centre. Using existing software Warrington Borough Council can model proposed works or new developments in order to visualise, communicate and assess their impact on the urban environment.

People in Buckinghamshire can now use an Apple iPhone to photograph and report a pothole, loose paving, broken bollard or faulty street light. Developed by Masternaut for Transport for Buckinghamshire (TfB), the app captures a digital image of the defect with its geolocation and transmits it back to highway maintenance teams. This gives highways managers important information direct from the scene, which helps with managing response levels and providing better service.

"Using this app, iPhones provide much more detailed information than a standard telephone call or email. Buckinghamshire residents who have these smartphones are our eyes on the street. They help us to review the nature of the problem and see its location. We would normally have to visit the scene to get this level of intelligence before deciding on a course of action," says Marc Evans, ICT Systems Manager.
